On September 19, 2007 the Georgian Foundation for Strategic and International Studies hosted a meeting with Lauri Almann, the Estonian Permanent Undersecretary of Defence, who spoke about the recent cyber-attacks on Estonia. These were the first coordinated assault on a state’s government and electronic infrastructure and are of great interest and concern to Estonia’s friends. The source of the attacks has been traced to certain offices in Russia, but Russia denies any involvement.
NATO member states have offered support to Estonia and the attacks raise important questions about NATO’s role and responsibility in addressing unconventional forms of warfare.
